Ending homelessness requires a holistic understanding of the system that provides homeless services. There must be balanced investment in prevention, crisis services, and housing with consideration of community priorities and insufficient resources. The System Analysis and Resource Development (SARD) Line of Action (LOA) applies the work of former Pipeline and System Funding LOAs to cultivate resources and address long-term, systemic issues. The SARD LOA utilizes data developed in the continuum to identify gaps in funding or advocacy.
