Chicago CoCBuilds Permanent Supportive Housing Development Request for Information

As Chicago’s Collaborative Applicant, All Chicago, has released a Request for Information (RFI) to identify Permanent Supportive Housing (PSH) Developments in progress that would qualify for the U.S Department of Housing and Urban Development’s (HUD) CoC Builds Notice of Funding Opportunity (NOFO).

The CoC Builds NOFO allows the Chicago CoC to submit one application for up to $10 million as part of a national competition. The application can be for one development project/site or multiple developments/sites as long as there is one primary organization that would receive the funding from HUD. Note that funding is very competitive nationally, and no funding is guaranteed.

This RFI serves as a way for the Chicago CoC to gather information about the number of interested applicants with projects that could receive this funding. Any organizations interested in applying for this funding must respond to the RFI. The RFIs will be reviewed by a selection committee of the Chicago CoC, which will determine the next steps for the CoC. 

Next steps may include:

  • Request for Proposal (which may be invitation only based on RFI responses); 
  • Consulting with all RFI respondents to determine if one lead agency would apply for the entire award and subcontract to others or
  • Another approach, as determined by the Chicago CoC.

Chicago CoC Annual NOFO Process

Each Fiscal Year (FY), HUD opens a CoC Program Competition. The process begins with the registration of CoCs by CoC-designated Collaborative Applicants, followed by the CoC’s review of the Grant Inventory Worksheets (GIW) and the release of the CoC Program Notice of Funding Opportunity (NOFO). As the Collaborative Applicant for the Chicago Continuum of Care (CoC), All Chicago administers our city’s annual evaluation and application process for HUD’s CoC Funding Competition.

The Chicago CoC Annual NOFO Process is broken down into three parts. Use the drop-down menu below to learn more and access resources, documents, and applications related to each part of the process.

Part 1: Local Evaluation Process (ITR & LEI)

Each year, the Chicago CoC implements a local evaluation process for the renewal of HUD CoC-funded projects. There are two required steps in the Chicago CoC’s local evaluation process: 1) Intent to Renew (ITR) and 2) Local Evaluation Instrument (LEI). Additional information, resources, and forms can be found under each drop-down for each step in the process.

Intent to Renew (ITR): CLOSED MARCH 22
The ITR step minimizes risk to the Chicago CoC by reviewing compliance with HUD requirements and verifying whether local priorities and thresholds are being met. 2024 ITR Office Hours
This year, we will implement an additional assistance resource. The purpose of office hours is to provide accessible and ongoing live support to partner agencies during the ITR process. This will aim to streamline assistance and communication by creating a space solely dedicated to ITR help. Sessions will be driven by agency questions and concerns.

Local Evaluation Instrument (LEI): CLOSED JUNE 18
The Local Evaluation Instrument (LEI) is the second step and scored component in the Chicago CoC’s locally developed review process for renewal projects. All projects that have been previously funded through the Chicago CoC Competition Process are eligible to apply for a renewal in 2023. The LEI is designed to quantify the performance of each project and must be submitted for all CoC-funded projects that operated between January 1, 2023, and December 31, 2023, with an exception for some new projects. Contact LEI@allchicago.org with any questions. The LEI will open on April 1 and be due on April 26. If you are new to the local evaluation process, review the one-pager linked below. Part 2: Grants Inventory Worksheet (GIW)

Prepare for the 2024 GIW

The 2024 GIW release is approaching and expected within the next few weeks. To prepare, please review the information below from the June 12, 2024 training session.

On June 27, 2024, HUD released the GIW for the FY24 CoC NOFO

The Grant Inventory Worksheet (GIW) is a spreadsheet used to record all grants in each Continuum of Care (CoC) that are eligible for renewal in the CoC Program Competition. Each year, all CoC-funded agencies must confirm their contract information in the GIW and verify that all eligible renewal contracts are included. The process consists of the following steps:

  1. Review Instructions to determine which of your CoC-funded projects should be included on the FY24 GIW.
  2. Review Chicago CoC’s GIW to determine whether all your HUD CoC-funded projects are listed and that the information contained for each project in the GIW is complete and accurate. Please refer to the GIW to ensure that the total award amount matches the FY2024 award total.
  3. Review the GIW Training (links listed above)
  4. Complete the FY24 GIW Confirmation Survey no later than Friday, July 5, by 5:00 PM. If a project is missing, should be removed, or has information that needs to be updated, please reflect that in the survey.
  5. Provide Follow-Up Information as requested by All Chicago. All Chicago staff will follow up with organizations regarding any discrepancies by Tuesday, July 8. Please be prepared to address any discrepancies ASAP.
  6. Final Posting & Review: All Chicago will send an email notification on the final GIW posting on July 9. Please review and contact All Chicago ASAP if there are any discrepancies.
  7. Submission: All Chicago will submit any changes to HUD on Wednesday, July 10.

PLEASE NOTE:

  • If you have a HUD CoC-funded renewal project that is not included on the GIW, please complete an FY24 GIW Confirmation Survey and fill in the correct project information for each question.
  • All HUD CoC-funded projects must review and complete the FY24 GIW Confirmation Survey to ensure the correct information is displayed
  • Any projects not accurately included in the final GIW will not be eligible for renewal in the FY24 CoC Program Competition.

Part 3: FY 2024 NOFO Application

HUD has released the FY 2024 Notice of Funding Opportunity (NOFO) for the CoC Program Competition. Please read the information below to learn more about the New Project and Renewal Project processes, application instructions, and submission deadlines.

FY2024 New Project Process

All New Project Applications must be submitted by 5:00 PM on Friday, August 16 via Alchemer. The FY 2024 CoC New Project funding is available for the following project model types:

FY2024 Renewal Project Process

All agencies applying for HUD CoC Renewal funding must complete a Project Application in e-snaps for review by All Chicago. Included in this process are all CoC renewal projects classified as:

  • Permanent Housing (PH)
  • Permanent Supportive Housing (PSH)
  • Rapid Rehousing (RRH)
  • Transitional Housing (TH)
  • Joint Transitional Housing & Rapid Rehousing (TH-RRH)
  • Safe Haven Programs (SH)
  • Supportive Service Only Programs (SSO)

It is imperative that each agency ensures that their Project Applications are complete and accurate. The renewal process is broken into three parts:

  1. Renewal Project Application First Draft through Survey: Due by 12:00 PM on Friday, August 16, 2024
    Complete your agency’s e-snaps application, but DO NOT SUBMIT. Download the completed application as a PDF and submit it for review through this SURVEY. Please note: You will fill out the survey once for all your agency’s applications.
  2. Feedback on First Drafts Sent to Agencies: Friday, August 23, 2024
    All Chicago will send feedback through an email. Please make the necessary changes to your application and submit it in e-snaps.
  3. Final Renewal Project Application Submissions Due in e-snaps: Tuesday, August 30, 2024
    Your agency must submit applications with edits by the deadline to fully complete the renewal application process. If additional changes need to be made, All Chicago will send back the application and contact you again.

FY2024 Chicago CoC Ranking Policies & Priorities

Ranking Policies Overview 

The HUD CoC Program requires that CoC’s rank CoC-funded projects as a priority for each funding year. Projects ranked lower may be in a place that puts them at risk of getting renewal or new funding. Whether renewal and new funding is received depends on how the Chicago CoC scores compared to other CoC’s in the national competition.

CoC Grantee Quarterly Technical Assistance (QTA) Meetings

New this year, the CoC Quarterly Technical Assistance (QTA) meetings were created to support CoC Grantee success in CoC grants management and performance. The CoC QTA meetings will be for each CoC-funded agency to have a designated meeting with the Collaborative Applicant team to discuss the needs to run CoC program(s) successfully. Our goal is to give CoC-funded agencies key performance indicators every quarter to improve their performance and meet HUD/CoC expectations, along with providing information on key topics and areas related to the NOFO grant cycle that will support grants management needs. This new initiative will require ALL CoC-funded grantees to commit to one QTA meeting per quarter.

Key logistics regarding the meetings:

  • 1-hour virtual meetings
  • The first 30 minutes will be based on your Scheduling form
  • The second 30 minutes will be based on the QTA Checklist form (this will be sent upon scheduling a meeting)
  • 4:2 ratio of agency participants per meeting (ex., four members from the agency to two All Chicago staff)
  • Takeaways and/or follow-ups will be provided after the meeting by the Collaborative Applicant team

Overview
The Department of Human Services, Division of Family and Community Services (FCS), released a Notice of Funding Opportunity (NOFO) for CoCs committed to developing and expanding Rapid RE-Housing (RRH) and Permanent Supportive Housing (PSH) for families and individuals experiencing homelessness in alignment with Home Illinois, Illinois’ Plan to Prevent and End Homelessness.

FY 2022 Special Notice of Funding Opportunity (NOFO)

On June 22, 2022, the U.S. Department of Housing and Urban Development (HUD) released a Notice of Funding Opportunity (NOFO) to address unsheltered and rural homelessness. The Chicago Continuum of Care (CoC) is eligible to compete for up to $60 million ($20 million per year for 3 years) to reduce the number of people who are experiencing unsheltered homelessness. This new funding is an incredible opportunity to make meaningful progress in providing housing and support for people who are living outside.

FY 2023 HUD CoC Special NOFO PSH Housing Stability Voucher Program

Overview
As part of HUD’s FY22 CoC Supplemental Notice of Funding Opportunity (SNOFO) Competition, the Chicago CoC was awarded $6,750,000 ($2,250,000 over three years) to provide funding to new projects for PSH Scattered Sites. Selected Scattered Site PSH project(s) will partner with Chicago Housing Authority (CHA), Chicago CoC centralized landlord outreach & engagement programs, and outreach programs.

This funding is only available for Permanent Supportive Housing (PSH) Scattered Site project model type. The amount of funding allocated to this project will be recommended by the CoC’s Prioritization and Selection Workgroup and determined by the CoC Board at a later date.
