Description: All Chicago is hosting a community presentation to explain the data analysis methods used to score the Project Performance section of the 2022 Local Evaluation Instrument (LEI). As Collaborative Applicant for the Chicago Continuum of Care (CoC), All Chicago is responsible for developing the Local Evaluation Instrument (LEI) with community input. In 2022, current HMIS data was included in LEI scores for the first time since 2019. During the planning process, All Chicago decided to wait until after the data was pulled and analyzed to set the scales used to award full, partial, or zero points for each performance question, with the goal of being responsive to the possibility that the COVID-19 pandemic may have impacted the level to which projects achieved performance outcomes. The objective of this community presentation is to provide transparency about how All Chicago scored this section.

Intended Audience: Stakeholders interested in understanding decisions impacting LEI scores such as representatives from agencies operating HUD CoC Funded grants and representatives of committees such as the Local Evaluation Instrument Committee, the Collaborative Applicant Committee, or the committee tasked with developing ranking policies.
