Local Evaluation Process

Each year, the Chicago CoC implements a local evaluation process for the renewal of HUD CoC-funded projects. there are two required steps in the Chicago CoC’s local evaluation process: 1) Intent to Renew (ITR) and 2) Local Evaluation Instrument (LEI). Additional information, resources, and forms can be found under each drop-down for each step in the process.

Intent to Renew (ITR) – NOW OPEN

The ITR step minimizes risk to the Chicago CoC by reviewing compliance with HUD requirements and verifying whether local priorities and thresholds are being met. All HUD CoC-funded projects seeking to renew grants in the upcoming NOFO must submit an ITR. Please contact Loren Dyrek at ldyrek@allchicago.org with any questions.

2024 ITR Office

This year, we will implement an additional assistance resource. The purpose of office hours is to provide accessible and ongoing live support to partner agencies during the ITR process. This will aim to streamline assistance and communication by creating a space solely dedicated to ITR help. Sessions will be driven by agency questions and concerns.

Local Evaluation Instrument (LEI)

The Local Evaluation Instrument (LEI) is the second step and scored component in the Chicago CoC’s locally developed review process for renewal projects. All projects that have been previously funded through the Chicago CoC Competition Process are eligible to apply as a renewal in 2023. The LEI is designed to quantify the performance of each project and must be submitted for all CoC-funded projects that operated between January 1, 2023, and December 31, 2023, with an exception for some new projects.
