All Chicago is currently seeking applications for Coordinated Entry partners to provide Dedicated Housing Resource Specialist (formerly Dedicated Skilled Assessor) services and Gender-Based Violence Housing Navigation services for the contract period beginning December 1, 2023.

Dedicated Housing Resource Specialists (formerly Dedicated Skilled Assessors)
Overview
All Chicago is seeking partners to employ Housing Resource Specialists to connect people experiencing homelessness to the Coordinated Entry System. Housing Resources Specialists will conduct housing assessments with individuals to determine eligibility for housing support, and to determine prioritization for housing based on the Chicago CoC’s Coordinated Entry Prioritization Plan.
In addition, Housing Resource Specialists will provide information and referrals, including referrals to resources outside the CoC, to help people resolve their housing crisis. This may include assisting applicants with Chicago Housing Authority applications, applications for other subsidized/affordable housing, and homelessness prevention resources if appropriate.
For highly vulnerable households who are likely to be prioritized for CoC housing, Housing Resource Specialists will assist participants in gathering documentation and proactively reach out to participants to update assessments and maintain current contact information.
Minimum Qualifications for Partnership
A prospective partner must have the following qualifications:
- Non-profit, faith-based, private, and/or public entity licensed to operate in the State of Illinois;
- Minimum of 5 years’ experience providing related services or leadership and staff with significant experience (e.g., Dedicated Skilled Assessor, Housing Navigation, Outreach);
- Demonstrated success in serving persons overcoming barriers to success, including experiencing homelessness, returning to the community from incarceration, etc.;
- Capacity to start fully staffed upon contract start date, or provide a schedule for immediate staffing;
- Understanding and acceptance that the role of the Housing Resources Specialist is considered “essential worker” status and in-person work with participants is required for the position.
Note: All Chicago may choose not to select potential partners based on knowledge of previous audits or high-risk indicators gained through its roles as the Chicago CoC Collaborative Applicant, ESH RRH Program Coordinator, Coordinated Entry Lead, and/or HMIS Lead.
Timelines & Due Dates
Contract Timeline: If selected as a provider partner with All Chicago, the contract period will be from December 1, 2023 – November 30, 2024, with the potential to renew in 2024.
RFA Timeline: Interested Agencies have until 5:00 PM on September 1, 2023 to submit an application. All Chicago will inform agencies whether they have been selected for partnership by October 2, 2023. All Chicago may reach out to request additional information or clarification from prospective partner agencies during the RFA process.
RFA Submission Procedures: All applications must include an answer to each narrative response question remaining within the indicated word count constraints, as well as a proposed budget narrative.

Housing Navigation for Survivors of Gender-Based Violence
Overview
All Chicago is seeking partners to provide Housing Navigation services to survivors of gender-based violence. Housing Navigation services assist survivors in overcoming barriers to permanent housing, and are an essential component of the Coordinated Entry System (CES) for survivors of gender-based violence. Housing Navigators provide services including transportation assistance, gathering documentation, facilitating communication with housing providers, and connecting to other resources or supports as needed. Housing Navigators will be assigned households who are currently fleeing or attempting to flee gender-based violence. These households may have an active housing referral or may be waiting for a housing referral.
